(一)依教育部「防制學生藥物濫用實施計畫」辦理。
(二)本競賽以學生的角度傳達「新世代反毒」主題，新型態毒品層出不窮，為宣達正確資訊，防範毒品危害於未然，透過學生的用心與巧思，團結同儕的力量一起向毒品說不，既具教育的意義，更能達到讓學生自動自發，互相協助提醒的效果。
(三)為增加競賽多元性，第四屆增設「反霸凌」議題，讓學生瞭解以同理心友愛他人，霸凌的影響及省思，共創「愛與關懷」的友善學習環境，競賽區分 2 組，說明如下：
１、「防制毒品」：以「新世代反毒策略」及防制學生藥物濫用內涵為主，例如防制新興毒品懶人包（毒品偽裝辨識、覺察求助訊息及我的未來我作主）。
２、「防制霸凌」：以防制校園霸凌議題為發(一)依教育部「防制學生藥物濫用實施計畫」辦理。
反霸凌懶人包（霸凌行為種類、霸凌行為法律責任、覺察求助訊息，呈現防制校園霸凌及友善校園之理念）。
(四)本屆比賽徵件時間自即日起至 110 年 6 月 30 日（星期三）下午 3 時截止，參賽組別區分「專科以上學生組」、「高級中等學生組」及「國民中小學組」，影片長度 7 分鐘以內（詳如徵件須知）。
