一、查公務人員保障暨培訓委員會（下稱保訓會） 113 年 1 月 2 日函略以，公務人員加班時數依各機關加班費支給辦法（下稱加班費支給辦法）規定核給加班費後，其餘以補休假為補償方式者，應於補休期限內（按： 2 年內）休畢為原則，機關應督促所屬公務人員於補休期限內休畢，如因機關確實必要範圍內之業務需要，致無法於補休期限內休畢時，始得例外依法結算計發加班費。
二、為保障同仁健康權，請本府所屬各機關學校加強宣導勤休制度，確實管控加班指派並辦理下列事項：
(一)各機關應確實簡化內部作業流程或程序，檢討不必要流程，彈性調整人力或工作指導等，儘量避免加班。倘應業務急迫性確有加班之必要，仍應審慎考量，視其輕重緩急覈實由主管指派，並於事前提出加班申請，避免有未經指派或先簽退後繼續執行職務之情事。
(二)各機關對於加班補償方式，請確實依公務人員保障法及相關函釋規定辦理，覈實審查加班事實，並依加班費支給辦
法發給加班費，公務人員加班時數經以補休為補償者，應確實督促其於補休期限內休畢，如有明顯累積加班時數未補休或將屆期，應主動積極提醒，以維護其健康權。
(三)各機關年中應清查加班狀況，鼓勵同仁預排定補休，避免加班累積屆期又因機關確實必要範圍內之業務需要，致無法補休而衍生結算計發加班費之問題。
(四)又年度中申請自願退休、屆齡退休人員，各機關應確實盤點渠等補休期限內未休畢之加班時數，主動提醒當事人於退休前將剩餘補休時數，預先規劃並分次排定補休日期，以期業務推展及同仁維護之衡平。三、另併予重申有關「機關確因業務需要無從補休之認定」，依保訓會 113 年 1 月 2 日函釋略以，須由公務人員舉證曾於補休期限內向機關申請補休，並留存機關曾否准事證，以避免公務人員為結算加班費而怠於補休，是以，除依各機關加班費支給辦法所定加班費時數上限或專案加班之加班費外，其餘未逾期之補休時數，仍應以補休期限休畢為原則，例外須符合上開結算要件，始得依法結算加班費。
