一、本府 114 年 4 月 14 日府人考字第 1140557027 號函諒達。
二、依臺灣地區與大陸地區人民關係條例第 9 條及內政部訂（函）頒之「臺灣地區公務員及特定身分人員進入大陸地區許可辦法」及「簡任第十職等及警監四階以下未涉及國家安全機密之公務員及警察人員赴大陸地區作業要點」，對於公務員赴陸分別訂有相關許可管理規定，合先敘明。
三、因應暑假旅遊旺季、探親需求，請各機關人員申請進入大陸地區，應確實遵守上開相關規定，並依「本府及所屬機關學校人員因公出國案件及赴大陸地區（含非因公）申請案件須報府核定（轉）期程表」規定辦理，申請前務必詳閱公務員及特定身分人員進入大陸地區注意事項，相關申請(報核)程序如下：
(一)政務人員(含退離職未滿三年之人員):預定進入大陸地區當日之三星期前，報本府核轉內政部申請許可。
(二)簡任第 11 職等以上公務員及警監三階以上警察人員:預定
進入大陸地區當日之二星期前，報本府核轉內政部申請許可。
(三)區公所區長:預定進入大陸地區當日之二星期前，函報本府核定。
(四)簡任(或相當簡任)第 10 職等及警監四階以下未涉及國家安全機密之公務員及警察人員:應於赴大陸地區五日前填具申請表，向所屬服務機關申請許可。
四、為強化人員赴陸風險意識，各機關人員不論平、假日赴陸（按：包含入境中國大陸、從中國大陸機場入境轉機及不入境轉機【過境轉機】），皆屬「進入大陸地區」之行為，均應於赴陸前完備上開申請手續，並至大陸委員會「國人赴陸港澳動態登錄系統」進行登錄，審慎評估自身安全風險。
五、以上事項，請各機關(構)務必加強宣導赴陸應遵守之規定與可能風險，並於赴陸期間如有使用中國數位應用，亦應留意相關資安風險，建立同仁正確赴陸觀念。
